This year, the agenda of the National People's Congress, China's top legislature, includes a critical item that is only discussed once every half a decade, a new five-year plan. The 14th Five-Year Plan (2021-25) is bound to be one of the most transformational plans since the founding of the People's Republic of China, as it departs from the emphasis on economic growth and restructuring that was characteristic of past plans to focus on the sustainability of growth and the quality of life. To this end, the 14th Five-Year Plan outlines renewed efforts to close the rural-urban income divide, promote innovation, and move faster toward low-carbon development. Rena wreck to become protected reef in Mōtītī Protection Area
The site New Zealand’s worst ecological marine disaster is to become a training ground for marine biologists, thanks to sweeping protection laws. Minister of Conservation Kiritapu Allan approved the Bay of Plenty Regional Coastal Environment Plan on March 1 which will create protection areas near Mōtītī Island, including Astrolabe Reef where the Rena ran aground in 2012. The Mōtītī Protection Area prohibits taking any animal or plant in a bid to combat the loss of biodiversity caused by past overfishing. Other protected areas include Te Papa (Brewis Shoal), Te Porotiti, O Karapu Reef, Motuhaku Island (Schooner Rocks) and Motunau Island (Plate Island). That the Ministry of Human Resources and Social Security is working to draw up a plan for delaying retirement has sparked a heated debate. Vice-minister You Jun said on Friday the ministry will widely solicit opinion to make it as acceptable as possible for all. Delayed retirement means postponing the retirement age, and the advantages of this can be summed up in three ways. It is good for the sustainability of the pension fund system, the stability of the labor supply and the integration of individuals into society to create more wealth. But given other countries' practices, delayed retirement does not necessarily mitigate the heavy pressure rapid aging imposes on a society. Take Japan, for example.
