The federal government has this week gone to market to find a provider to help build its new permissions capability architecture, which it expects to use for delivering Commonwealth digital services that require permissions. While the plan for the new platform is for it to be used across a range of government applications, the request for tender (RFT) is focusing on the first use case: Visas. "The Department needs to be able to facilitate international travel and the gradual reopening of our borders, while also ensuring that it has the necessary defensive layers to safeguard against new infections being introduced through the travelling public," the RFT says. "Digital information to aid contact tracing operations is required in real time. Based on this, the Department has determined that a digital passenger declaration and simple visa type should be the first use cases to support this outcome." Next on the list is the digital passenger declaration. The RFT states this needs … [Read more...] about Home Affairs to have AU$75 million ‘simple’ visa system ready by late 2021

Ordered via Instagram, served in the ‘hood: The chef who wants to unite people through briyani
SINGAPORE: Seven adults and a toddler sit patiently at an Aljunied Crescent void deck on a breezy Sunday evening. Time ticks by; it has been more than 20 minutes, but there is no complaining, just the occasional glance at watches and handphones. And then as the lift door opens, conversations are suspended. Plastic containers are doled out, crumpled bills exchange hands, and as dusk falls, the loot is quietly trucked off. The deepest cravings have been satisfied - a lucky few have caught the "drop". They hail from all parts of Singapore, lured by the promise of tender chunks of meat buried under mounds of fragrant basmati rice, complemented with a side of pineapple pickle. This is briyani so good it was once sold out in 28 seconds. "I have a guy who takes public transport from Jalan Bahar, orders one packet, comes here and eats in front of me," said the man behind this phenomenon, Ahmad Zahid. "There was another girl who took a Grab down from Jurong, finished half her packet … [Read more...] about Ordered via Instagram, served in the ‘hood: The chef who wants to unite people through briyani
In a mental ward for nearly 35 years, he paints old Singapore from memory – and he dreams
SINGAPORE: For nearly 35 years, Mr Sim Kah Lim’s world has been the walls of his ward at the Institute of Mental Health (IMH). Outside, changes have swept the landscape, old buildings falling and new ones rising – skylines and shorelines of a 21st-century nation transformed. But in his mind’s eye – and in his bold-stroked acrylic and watercolour paintings – Mr Sim’s homeland is one where bumboats still crowd the Singapore River, ferrying goods and passengers; and where Chinatown’s open-air markets thrive and its five-foot ways are bustling with locals, not tourists. They are pictures, frozen in time and memory, from early childhood when his father used to take him to these places. “My father brought me outdoors (for) painting. I saw the Singapore River and all the artists,” the 50-year-old said, words spilling out without pause in a torrent of English and Mandarin, sometimes incoherent and muddied, like the river of his paintings during monsoon season. It’s through his art … [Read more...] about In a mental ward for nearly 35 years, he paints old Singapore from memory – and he dreams
US teen charged as adult over rape, murder of 83-year-old woman
WASHINGTON: A 14-year-old suspected of having raped and killed a woman in her eighties in the US city of Baltimore was charged as an adult with murder, authorities said Friday. Tyrone Harvin, who turned 14 last month, is accused of attacking 83-year-old Dorothy Mae Neal at her home and leaving her for dead. She died in hospital on Aug 30. "We can tell you without even checking our records this is the youngest person we've charged in Baltimore this year and probably the last couple of years with murder," police spokesman TJ Smith said. "It's sad all the way around. There's some systematic failure in the 14-year-old's life to allow us to be here talking about him being accused of murder and rape. It's just a very tragic situation all the way around." Tyrone Harvin is charged with premeditated murder, aggravated rape, sexual assault and violence. Home to 600,000 people, the port city of Baltimore has the highest murder rate per capita in the country. … [Read more...] about US teen charged as adult over rape, murder of 83-year-old woman
Beto O’Rourke: Republican Party Is a ‘Cult of Death’ — They ‘Literally Want to Sacrifice’ Lives
Former Rep. Beto O’Rourke (D) said Wednesday on MSNBC’s “Deadline” the Republican Party is a “cult of death.” Discussing Gov. Greg Abbott (R-TX) lifting the COVID-19 mask mandate, anchor Nicolle Wallace said, “It sounds like it isn’t going to work on the science side. There’s a lot of skepticism in Texas that it’s not going to work on the economic side as well. Why is he doing it?” O’Rourke said, “They literally want to sacrifice the lives of our fellow Texans, for I don’t know, for political gain? To satisfy certain powerful interests within the state? This isn’t hyperbole. You heard our lieutenant governor, arguably one of the most powerful positions in the state of Texas, say on Fox News at the beginning of the pandemic, we are willing to died. Old people are willing to sacrifice their lives in order for the economy to reopen. It won’t be just any older Texans who die. We know disproportionately it will be black and brown Texans who do. You heard our former Governor Rick … [Read more...] about Beto O’Rourke: Republican Party Is a ‘Cult of Death’ — They ‘Literally Want to Sacrifice’ Lives

Girl in Red’s Supercharged Indie Rock Honesty
Marie Ulven, a.k.a. Girl in Red , stops herself mid-apology — the kind you utter when you think you’re talking too fast or you’re unsure whether the listener gets your drift. “I’m not gonna say sorry,” the 22-year-old musician says firmly, breaking off from a discussion of her new album, If I Could Make It Go Quiet . “I don’t want to be that person who apologizes for everything. I’m not sorry. There you go, Marie. You’re the protagonist.” Even though Ulven is Zooming in from Oslo — with the camera off — her personality crackles across the miles and timezones. Delightfully verbose, snarkily self-deprecating, and “really bad at boundaries” (her words), Ulven has carved out a place for herself in indie rock by appealing to her listeners’ insecurities and yearnings. Her Girl in Red persona — think Billie Eilish’s self-aware bluster, mixed with a healthy splash of early ‘00s college rock — grapples in equal turns with mental health and sometimes unrequited lust. It’s a combination … [Read more...] about Girl in Red’s Supercharged Indie Rock Honesty
A celebration of the sick day: If you need that MC tomorrow, just take it
From a young age, I learned that sick is comfort; sick is to be cared for. When I stayed home with an earache in second grade, my dad didn’t double-check my homework or make me practice piano exercises twice on each hand. He brought me a bell so I could ring him and gave me three M&M’s for every dose of antibiotics that went down without a fuss. Undoubtedly, my penchant for minor ailments comes from a place of privilege. My physical body is healthy, which is why its occasional maladies have become phenomena that I get to relish. I recognise that chronic illness is another story, of course. But when I feel a cold coming on, I don’t stir Emergen-C and up my citrus intake, I lean in. My taste for illness solidified in high school, when I came down with mono. For two weeks, I lay in bed with a high fever while the kissing disease transformed my reputation. Along with the virus, I had contracted an air of mystery — the possibility that I was locking lips with someone my … [Read more...] about A celebration of the sick day: If you need that MC tomorrow, just take it
