The CIA made its first known attempt to assassinate a leader of the Cuban revolution in 1960, offering $10,000 to a pilot flying Raul Castro from Prague to Havana to arrange an "accident," according to declassified documents published Friday. Pilot Jose Raul Martinez, who had been recruited by the CIA, asked for -- and received -- assurance from the agency that it would provide university educations to his two sons if he died during the operation, according to the documents published by the Washington-based National Security Archive research institute. After Martinez left for Prague, CIA headquarters in the United States told its Havana station to cancel the mission. "Do not pursue," the cable said. "Would like to drop matter." Minister admits Boris Johnson’s ‘review’ of lobbying scandal will have no powers
Boris Johnson’s ‘review’ into the David Cameron lobbying scandal won’t have enforcement powers and won’t make recommendations, a minister has admitted. He defended Health Secretary Matt Hancock owning a 15% share in a company which has contracts with the NHS. And he said there's "nothing wrong" with ministers having financial stakes in companies, as long as they don't have a role in procuring from those companies. The PM's "independent" review, led by lawyer Neil Boardman, who will be ‘pausing’ his job as a director of the Business department to undertake the work, is expected to report back to the PM in June. Adam Toledo killing: Boy, 13, holds hands in air before being shot dead by police
A 13-year-old boy was shot and killed by a police officer while his hands were in the air. The extremely graphic video shows an unnamed police officer chasing after Adam Toledo in an alleyway in Chicago's West Side at 2.30am on March 29. The body-camera video from the officer then shows him yelling "stop" to Toledo before he caught up to him and ordered him to show him his hands. Toledo appears to raise his hands right before the officer fired one shot. "Shots fired, shots fired. Get an ambulance over here now," the policeman is heard saying in the video as he runs towards the boy. "Stay with me, stay with me" the officer said. "Somebody bring the medical kit now." Immediately following the incident the Chicago Police Department said that Toledo had a gun in his hand. It is unclear in the video whether he did at the time of the shooting. Midland building permit fees set to rise by 15%
Council seems set to recommended increasing fees to some services, including building permits, at its upcoming council meeting. The matter was brought up a recent council session during which the public was invited to call in or make submitted comments. One resident, Terry Condon, wrote in with questions for which staff later provided answers to MidlandToday in an email. The results showed that all therapies were effective. After adjusting for the risk of bias , however, only two remained significant: Self-examination therapy, and a psychoeducational intervention based on Lewinsohn’s The Coping With Depression Course .
